Helsinki Needs to be a Safe Home for us too

The Right to Live demonstration formulated these demands addressed to politicians and officials of the City of Helsinki in spring 2017. Helsinki also needs to be a safe home for asylum seekers and the undocumented. In addition to these, specific demands were presented to the Minister of the Interior and the Immigration Service.

In the current situation, asylum seekers who have received an enforceable decision on deportation will have their access to reception services cut. However, many of them cannot be deported and will not return. This means that there is a growing number of people without a legal status in Helsinki. Both asylum seekers and the undocumented are in a vulnerable position, and Helsinki should ensure that this is also a safe hometown for them.

We are worried about the growing number of people in Helsinki and elsewhere, who are living without access to basic safety, housing and other most basic needs. The obligation to provide indispensable subsistence and care to all people in Finland—irrespective of how long they have been in Finland, irrespective of their nationality, or other similar factors—is stated in Section 19 of the Finnish Constitution. In the context of social welfare legislation and practices, this consists of housing, access to basic health care, food and clothing.

Fulfilling the following demands would solve this growing problem. For the time being, as the legal responsibility for providing this lies with the municipalities, we are pleading with Helsinki City to implement the following points without delay.

1. Housing

The right to safe lodging is for everybody. Helsinki City should provide emergency housing for everyone staying in Finland, regardless of their legal status.

The city should provide an around-the-clock shelter for all homeless people, regardless of their status. Providing the other basic needs clarified in the constitution—access to health, food, and clothing—cannot be fully realised without 24-hour-shelter.

Emergency housing that is provided only during nights is particularly insufficient for families with children, as well as for people suffering from physical or mental illnesses. In addition, families and people who are sick have a special need for a calm and private place.

One of the problems with the night shelters is that people staying there have no place to leave their belongings. For the time that 24-hour accessible shelter is not available, the City should arrange a place where people can safely leave their belongings, which is also accessible during the daytime.

2. Livelihood

Helsinki City needs to ensure everyone’s right to a worthy existence, necessary livelihood, and care. The amount of income support should not depend on a person’s legal status, but on the needs and the situation of the person applying for income support. We demand that everyone’s applications for urgent income support are processed according to the same criteria, regardless of their legal status.

The best and most effective way to provide income support for asylum seekers is money. Coupons limit people’s autonomy.

3. Health Care

Helsinki City should provide everyone equal access to health care services, regardless of their status.

4. Psychosocial Support

The city should provide psychosocial support for the undocumented, many of whom are in an exceptionally vulnerable position, and experience considerable stress due to their status.

Receiving a negative decision and having one’s reception services cut is a particularly stressful moment. The City should inform people who are forced to leave reception centres that they are guaranteed safe housing (see Demand 1).

5. Children’s Best Interest

The right to protection guaranteed in the Child Welfare Law belongs to all children living in Finland, regardless of their status. A family’s undocumented status, or homelessness, are not acceptable or legal reasons to resort to foster care. As many parents fear this, the City should inform the families about the Finnish child protection legislation that states that the child’s best interest is to be with their parent(s).

Every school-age child has the right to attend school, irrespective of their status. The City needs to ensure this is possible for all children living in Helsinki. When providing housing for families, it should be taken into account that only long-term housing solutions for families enable the child’s access to permanent and undisturbed education in the vicinity of their everyday environment.

6. Temporary ID

People whose only ID is an expired reception centre card (VOK-kortti) have difficulties in accessing municipal services, such as affordable public transport and libraries. For example, in Helsinki they cannot get a chargeable HSL travel card, and have to rely a great deal on more expensive tickets, normally intended for temporary use.

A solution to this would be a temporary social security number, an extension for the VOK-card, or another resolution provided at the municipal level, that would solve these problems.

7. The Obligation of Confidentiality

Helsinki, among other municipalities, must ensure that their municipal authorities, medical and care work professionals, and social work professionals and educational staff, are aware of their legal obligation in regard to absolute privacy and confidentiality.

The prohibition of abuse is clearly defined in the Social Welfare Act. This particularly concerns authorities’ obligations to ensure confidentiality and secrecy regarding undocumented clients.

No teacher or other member of educational staff is allowed to communicate any information about an undocumented child’s residence permit situation to the police, or other outside authorities.

An undocumented person is never to be reported just for being undocumented.

7. No Pressuring Voluntary Return

Helsinki City should not pressure undocumented people to partake in the Assisted Voluntary Return and Reintegration program as a condition of receiving urgent and essential services. Access to Basic Public Services cannot ever be used for blackmailing asylum seekers or undocumented people to “take the voluntary return”.

A Short Glance at Free Movement Tampere

Free Movement Tampere was formed in autumn 2015. Shortly after the first network meeting, a demonstration against deportations to Iraq was organised with asylum seekers residing in Tampere. Since then, the network group has worked together and in solidarity with migrants to support them in fighting for their rights. From the start, there has been a small, yet active group of members who have co-worked with a variety of actors from different fields. Members of the group—many of them migrants themselves—have different skills and areas of expertise and interest. This makes for fruitful work, and often quite lengthy meetings! But one thing is for sure: there is always someone who has the time to act, and help others when help is needed.

During the past two years, Free Movement Tampere has regularly organised Coffee Without Borders meetings, counselling activities, and demonstrations. Members of the network group have also represented the network in different panel discussions and radio programs to advocate for different understandings of migration policies. This year, the group also participated in local forums, arranged cultural excursions, and organised an evening of Music Without Borders. In addition, the network also shares and produces information about restriction of movement and its consequences for both people in need of help, and to prompt public discussion.

Free Movement Tampere was started together with the arrival of a large group of asylum seekers in 2015. The focus of the group has gradually shifted towards the rights of the undocumented immigrants. In autumn 2017, Free Movement Tampere organised a panel discussion (titled Undocumented migrants in Tampere) in collaboration with Let’s Work Together Network, the NGOs Globaali sosiaalityö ry, and Psykologien sosiaalinen vastuu ry.

Coffee Without Borders—A Space for Sharing, Conversation and Information

Coffee Without Borders has regularly been organised in Tampere since November 2015. It has received visitors from many nationalities and different associations, alongside action groups active in the Tampere region. Coffee Without Borders has also provided an important place for asylum seekers residing in Tampere to meet locals, and learn more about their rights. Some have become Free Movement activists and joined our group.

During summer 2017, the meetings took place in different locations, according to people’s needs. The rationale was to make Coffee Without Borders more accessible to all asylum seekers, including newcomers, and families with children. There were Coffee Without Borders gatherings at the beach, park and Hirvitalo—the Centre of Contemporary Art in Pispala. More than 80 asylum seekers visited Hirvitalo when it hosted an exhibition of artists Anna Knappe and Amir Jan. The two hour visit to the exhibition was extended to include a picnic on a local beach, where people enjoyed one of the few warm days of June, and learned more about the counselling activities of the network.

Shout-outs, Drums and Music—The Rhythm of Demonstrations

Since its inception, demonstrations have been the most visible form of action taken by Free Movement Tampere. Since October 2015, the group has organised many demonstrations, alone and together with other actors. Shouts and drums from Rhythms of Resistance have often been accompanied with live music. Various musicians have brought hundreds of people together to take part in the For Humanity demonstration (organised with For Humanity action group) in June 2016, and in the Helsinki Right to Live Support demonstration held in March 2017.

In 2017, Free Movement Tampere also organised reactive demonstrations against deportations in front of the local police station and the offices of the Finnish Immigration Service. Without much notice, dozens of people have gathered together to show solidarity and support for people detained in the police station for deportation, and the demonstrations have also gained the attention of many local and national media outlets.

شبكة الحركة الحرة في تامبرا تشكلت في خريف ٢٠١٥. بعد اول اجتماع للشبكة لتنظيم مظاهرة ضد الترحيل الى العراق. المظاهرة تم تنظيمها مع طالبي اللجوء في مدينه تامبرا. منذ ذلك الحين الشبكة بدأت بالعمل مع بعض مع المهاجرين و التضامن معهم لدعمهم للمطالبة بحقوقهم. في البداية كان هناك عدد قليل من الأعضاء الفعالين في المجموعة.، الكثير منهم طالبي لجوء، لديهم مهارات مختلفة و معلومات متنوعة و اهتمامات مختلفة و هذا ما جعل العمل مثمر- و الاجتماعات غالبا ما تكون طويلة. لكن هناك أمر مؤكد: هناك دائما شخص ما لديه الوقت للتفاعل و مساعدة الآخرين في حال حاجتهم إلى مساعدة.

خلال هذه السنتين ، شبكة الحركة الحرة قامت بتنظيم مقهى بلا حدود بانتظام، استشارات، نشاطات، و مظاهرات. أعضاء من الشبكة قاموا أيضا بتقديم الشبكة في العديد من حلقات النقاش و لقاءات على إذاعة الراديو لمناقشة أمور اللاجئين. خلال هذه السنة قامت المجموعة بالانضمام إلى منتديات محلية، تنظيم رحلات ثقافية و أمسية موسيقية بعنوان موسيقى بلا حدود. بالإضافة الشبكة قامت أيضا بمشاركة و إنتاج المعلومات عن القيود المتعلقة بالسيطرة على حرية الحركة و العواقب للناس الذين يحتاجون المساعدة و للنقابات العامة.

شبكة الحركة الحرة بدأت بالتعاون مع طالبي اللجوء القادمون حديثا في سنة ٢٠١٥. و الآن تتابع ذلك، تركيز المجموعة بدأ بالتدريج بالتحول إلى المهاجرين الغير مسجلين ( الذين تم رفضهم من قبل دائرة الهجرة و المحكمة). في خريف ٢٠١٧ قامت شبكة الحركة الحرة في تامبرا بتنظيم لجنة للنقاش بأمور المهاجرين الغير مسجلين ( بعنوان المهاجرين الغير مسجلين في تامبرا). النقاش تم تنظيمه بالتعاون

مقهى بلا حدود – مكان للمشاركة، الحوار و المعلومات

مقهى بلا حدود كان يتم تنظيمه بشكل منتظم في تامبرا منذ شهر تشرين الثاني ٢٠١٥. قمنا باستقبال الزوار من عدة جنسيات و مختلف المنظمات كذلك عدة مجموعات ناشطة في منطقة تامبرا. مقهى بلا حدود كان مكان مهم لطالبي اللجوء الساكنين في مدينة تامبرا ليلتقوا السكان المحليين و كذلك تلقي المعلومات عن حقوقهم. و بعضهم انتهى به الأمر أن يكون ناشط في الشبكة .

خلال صيف ٢٠١٧ الاجتماعات تمت بأماكن مختلفة حسب احتياجات الناس. الهدف كان جعل مقهى بلا حدود سهل الوصول من قبل اللاجئين ،النساء و العوائل مع أطفالهم. تم تنظيم مقهى بلا حدود في عدة أماكن على سبيل المثال تم تنظيمه على الشاطئ، منزل الفن المحلي في منطقة بيسبلا. أكثر من ٨٠ شخص قام بالانضمام لمقهى بلا حدود في منزل الفن في بيسبلا الذي كان يستضيف معرض فني للفنانة انا كنابة و الفنان أمير جان. ملأت الحشود الملونة و المرحة الشارع والحافلات المحلية خلال نقلهم إلى مكان الحدث مرورا بمركز المدينة . الساعتين التى كان من المفترض أن نقضيها في المعرض تم تمديدها لقضاء بعض الوقت على الشاطئ و الناس استمتعت بواحد من الأيام القليلة الدافئة في شهر حزيران و حصلوا على معلومات عامة عن نشاطات مجموعة الاستشارة ضمن الشبكة.

هتافات طبل موسيقى – إيقاعات المظاهرات

المظاهرات كانت منذ البداية أكثر عمل مرئي للشبكة في تامبرا. منذ تشرين الأول ٢٠١٥ المجموعة قامت بتنظيم عدة مظاهرات وحدها أو بالاشتراك مع مجموعات أخرى. هتافات و طبول بايقاعات المقاومة و تخللها موسيقى حية. مختلف الموسيقيين قاموا بجلب المئات من الناس في مظاهرات من أجل الإنسانية التي تم تنظيمها بواسطة جماعة من أجل الإنسانية في حزيران ٢٠١٦ و مساندة المظاهرات في هلسنكي (الحق في العيش) في آذار ٢٠١٧.

في سنة ٢٠١٧ شبكة الحركة الحرة قامت أيضا بتنظيم مظاهرات كرد فعل ضد الترحيل مقابل مركز شرطة تامبرا و مكتب خدمات دائرة الهجرة في تامبرا . وفي غضون فترة وجيزة تجمع العشرات من الناس لتظهر التضامن والدعم لشخص محتجز في مركز الشرطة بغرض ترحيله ، كما حظيت المظاهرات باهتمام العديد من وسائل الإعلام المحلية والوطنية.

نگاهی کوتاه به گروه آزادی در حرکت شهر تامپره

گروه آزادی در حرکت شهر تامپره در پاییز سال ٢٠١٥ تاسیس گردید. کمی بعد از تاسیس گروه، اولین تظاهرات گروه در اعتراض به دیپورت پناهجویان عراقی برگزار شد. از آن زمان تا کنون گروه در کنار پناهندگان ایستاده و به آنها در رسیدن به حقوقشان کمک میکند. گروه آزادی در حرکت تامپره از ابتدا گروهی کوچک اما فعال بوده است و اعضای آن با افراد و گروه های متفاوتی در تماس هستند.اعضای گروه (که بسیاری خود مهاجر هستند) در امور متفاوتی تخصص دارند. این مسئله اگرچه باعث طولانی شدن جلسات میشود اما کیفیت کار را بالا میبرد. اگر کسی نیاز به کمک داشته باشد، گروه همیشه آماده ی کمکرسانی است.

در طول دو سال گذشته گروه آزادی در حرکت تامپره به طور مرتب جلسات قهوه ی بدون مرز تشکیل داده است. اعضا همچنین در برنامه های رادیویی و میز گردهای مربوط به مهاجرت، به عنوان نماینده ی گروه حضور داشته اند. از فعالیت های امسال گروه میتوان به شرکت در جلسات محلی، برگزاری تورهای فرهنگی و شب موسیقی بدون مرز اشاره کرد. به غیر از این فعالیت ها، گروه اطلاعاتی در مورد بستن مرزها و مشکلات اجتماعی آن در اختیار مردم میگذرارد.

تاسیس گروه آزادی در حرکت شهر تامپره همزمان با ورود پناهجویان عراقی در سال ٢٠١٥ شد. از اینرو گروه رفته رفته به روی حقوق مهاجرین بدون کاغذ تمرکز کرد. در پاییز ٢٠١٧ گروه میزگردی را با عنوان مهاجرین بدون کاغذ در تامپره تشکیل داد. این میزگرد با همکاری گروههای زیر شکل گرفت:

جلسات قهوه ی بدون مرز – مکانی برای گپ و گفت و تبادل اطلاعات

جلسات قهوه ی بدون مرز از نوامبر ٢٠١٥ به طور مرتب برگزار میشوند. افراد، سازمانها و گروههای متفاوتی در این جلسات شرکت کرده اند. جلسات قهوه ی بدون مرز مکان مناسبی برای پناهجویانی است که در تامپره زندگی میکنند و علاقه مند به دیدار مردم محلی هستند و یا نیازمند کمک و اطلاعات در مورد حقوقشان هستند. برخی از افرادی که در این جلسات شرکت کرده اند عضو گروه شده اند.

در سال ٢٠١٧ گروه تصمیم گرفت جلسات قهوه ی بدون مرز را در مکان های متفاوت شهر برگزار کند. دلیل این امر راحت کردن رفت و آمد برای پناهجویان و همچنین برگزار کردن جلسات در مکانهایی مناسب برای خانواده های دارای فرزند بود. جلسات قهوه ی بدون مرز در ساحل، پارک و حتی هیرواتالو (مرکز هنرهای معاصر) نیز برگزار شده است. این مرکز همچنین آثار آنا ناپه و امیر جان را نیز به نمایش گذاشت. بیش از ٨٠ پناهجو از مرکز هنرهای معاصر دیدن کردند و سپس اعضا و مهمانها به یکی از سواحل شهر رفتند و در مورد فعالیت های گروه اطلاع کسب کردند.

فریاد، طبل و موسیقی – ریتم تظاهرات

تظاهرات یکی از آشکارترین فعالیت های گروه آزادی در حرکت تامپره است. گروه از سال ٢٠١٥ تظاهرات های متعددی را به تنهایی و یا به کمک گروههای دیگر برگزار کرده است. گروه ریتم مقاومت طبل و صدای خود را اغلب در اختیار تظاهرات های ما گذاشته است. در سال ٢٠١٦ و در طول تظاهرات «بشریت» در تامپره و همچنین تظاهرات «حق زندگی» در هلسینکی، بسیاری از نوازندگان برای ما اجرا کردند و طرفداران خود را به تظاهرات دعوت کردند.

در سال ٢٠١٧ و در واکنش به دیپورت پناهجویان، گروه آزادی در حرکت تامپره تظاهراتی را در مقابل اداره ی پلیس و اداره ی مهاجرت فنلاند برگزار کرد. با وجود اینکه تظاهرات دیر اعلام شد اما بسیاری از مردم برای نشان دادن همبستگی خود با پناهجویان حاضر شدند. این تظاهرات توسط رسانه های مختلف بازتاب پیدا کرد.
